Delaware City School District Secretary Charged with Theft in Office

Friday, February 14, 2020

Columbus – Based on an investigation by Auditor of State Keith Faber’s Special Investigations Unit, a former Secretary for Delaware City School District, Kim Todd, was charged today with two counts of Theft in Office.

“This is a clear example of a public official abusing the public trust,” Auditor Faber said. “Ohioans should be confident that when they pay their taxes, that money goes toward a proper public purpose.”

While Todd was secretary at Delaware Hayes High School, she is alleged to have repeatedly used a district credit card to pay for personal expenses, which is a fifth degree felony. The investigation also found that Todd misappropriated other district funds in order to repay that credit card abuse, a fourth degree felony.

The school district placed Todd on administrative leave for violating school policy related to the F-5 charge, pending an investigation. She submitted her resignation while on administrative leave

Todd’s arrangement is scheduled for 2:30 today at the Delaware Court of Common Pleas.
