Family and Children First Council Audit Identifies Misspent Funds

Columbus – The Morgan County General Health District spent more than $10,800 in Help Me Grow funds that it should have transferred to the county’s Family and Children First Council, according to an audit of the council released today by Auditor of State Dave Yost.

“These dollars were supposed to help children start their lives with a clean bill of health,” Auditor Yost said. “I expect the district to repay the full amount so the council can use the funds as planned.”

According to an agreement between the Ohio Department of Health and the Morgan County General Health District, any unspent funds remaining at the end of the fiscal year must be distributed to the Family and Children First Council for Help Me Grow activities. However, the Morgan County General Health District spent funds that should have gone to the council on payroll-related costs after June 30, 2013. The health district spent the following amounts:

  • Salaries: $6,762
  • Retirement: $947
  • Medicare: $97
  • Unemployment: $3,065

A finding for recovery in the amount of $10,871 was issued against the Morgan County General Health District General Fund in favor of the Morgan County Family and Children First Council’s Help Me Grow fund.
